Unify continuous board clearing, intake and complete-cohort inspection

Board clearing had conflicting entrypoints and excessive routine ceremony. work-board now owns one continuous intake/selection/execution/reconsideration/recovery loop; pnext-item carries one meaningful Delivery through its whole promise with the same owner. Process depth follows actual risk: cheap owner validation for trivial non-governing changes, one independent review for normal code or governing skills, targeted architectural expertise, and effect-specific controls for publication or uncertain mutations. Reviews converge on substantiated in-scope defects; repairs rerun affected checks while required CI and ADR-0084 remain intact. Context and full-board refresh are tied to the affected action and meaningful coordination boundaries.

The implementation aligns both roots, runtime bindings, actual callers, metadata and driver/kit/Creator closure, retires six unreachable organization renderers, and preserves qualified compatibility. The design retains all original Outcome promises and useful native decomposition. Complete-cohort acquisition batches within fresh barriers and unchanged bounds; the40-member fixture observes731to137sends with identical facts/selection, without claiming installed efficiency. Maintained result interpretation handles closed report families, exact unions and genuine custody-file readback. Source109 and distinct source-only/release-qualified Creator020 routes preserve genuine108 dependencies, complete019 history, older seals and013 recovery.

Original failures are retained. Optional primary-source rationale and its limits are in the existing design; no whole-workflow effectiveness or savings is asserted.
