The current user-selected policy under #4701 retires this original recipe as not planned; it is not a completed implementation claim. Source PR4711 and selected109/020 distribution/installed joins are accepted at their recorded scope. The final issue comment records independent owners and preserved remainder. Original promise, owners, evidence and supersession history below remain intact. #4701/#4712 and original Unknown custody remain open.
Current lifecycle supersession — 2026-10-19
The present #4701 design supersedes a mandatory permanent #3227 orchestrator presence room, closed status vocabulary and startup/wait/yield/completion posts. Current ownership recovery uses the actual native issue/PR, isolated worktree, original operation/custody and necessary existing worker channel. No new presence/lifecycle ledger or report ceremony is introduced.
Preserve the original #3210 takeover incident and its unpushed repairs as historical evidence. Its valid guarantee remains: another coordinator must recover current owner/dirty work/PR/head and relevant reservations before replacing an owner or touching a shared surface; missing/conflicting ownership fences the affected action, and silence/expired sessions do not prove retirement or release. No force-claim or V1 capability is restored by the old room instructions.
#4702 owns every active orchestrator/Claude/mirror/validator caller; #4701 retains publication/installed and actual stop/resume acceptance. After that retirement is verified, Root can close this exact obsolete room-procedure promise as NOT_PLANNED/superseded if no independent remainder is found. Original room/comments remain preserved as history; no mass closure or completed implementation claim follows.
Observed behavior
A second orchestrator force-claimed .github#3210 while the active takeover worker had completed unpushed repairs, because no shared durable orchestrator-presence ledger was consulted.
Root cause
Item-scoped claim messages do not expose host/orchestrator intent, and the board-driving skills prescribe no permanent room status check before dispatch, recovery, or force-claim.
Acceptance
Document .github#3227 as the permanent off-board orchestrator room; define one closed append-only status vocabulary; require every drive-board and work-board orchestrator variant to read current room status before dispatch/recovery/force-claim and post status at startup, waiting, yield, and completion; keep all runtime skill mirrors byte-identical.
Verification
Run scripts/check-skill-quality and verify all six authored orchestrator skills and their mirrors contain the room identity, closed statuses, fail-closed takeover rule, and transition procedure.

The mandatory #3227 presence-room vocabulary and startup/wait/yield/completion posts are deliberately superseded by current issue/PR, worktree and original-effect recovery. Close this procedure as not planned, not as proof that the old room contract shipped. Original PR3229 is closed/unmerged and remains so.
The #3210 takeover incident and original room/holder identities survive. Recovery still checks actual owner, dirty work, PR/head, reservations and effect state; missing/conflicting ownership fences the affected action. #3227 remains an existing recovery index while active/Unknown original holders are unresolved. Silence, a source edit or retirement of mandatory posts proves neither termination nor release.
Evidence boundary: source PR4711; actual coherent109 and Creator020; selected public fresh/retained instruction and runtime acceptance remains durably owned by #4712. PR4715 is normally delivered at4fadcce5004e30d122e41bac2bca6c404edbd902/tree41b683bf067acb3adb722297fc7e1c4216f901ea with exact review/required CI/coherence accepted; amended37 native continuation remains pending.
