[BOARD-LIFECYCLE-01.2] Reduce complete-cohort inspection requests without weakening final barriers #4703

Owner: /root/implement_board_reader_batching owns the existing reader-source change; Programme/root owns integration, native acceptance and subsequent installed qualification.

Done when: Independently reviewed exact-head source and required CI are merged for bounded complete-cohort acquisition through the existing V2 inspection caller. Preserve all enrolled members, per-node identity/pagination/errors, initial and fresh final determining barriers and the existing 500-request/270-second invocation bounds. Meaningful larger-population controls demonstrate actual request reduction with equivalent decisions, native partial-batch/pagination/identity/drift refusal and no mutations. This source Delivery does not itself accept publication, installed expanded-cohort scheduling or native enrollment; those remain under #4701.

Current deliverable: Accepted bounded complete-cohort reader source delivery; unchanged500-request/270-second bounds and complete initial/final phases retained.

Next action: No remaining source action under this Done when. Programme/root continues the separately owned complete consumer acceptance in #4712 and parent #4701.

Blocked on: None for the accepted source promise. Separate rollout dependencies do not reopen this completed source Delivery.
