[BOARD-LIFECYCLE] Redesign and implement unified V2 board clearing and process skills #4701

Owner: Programme/root is accountable for the unified board-clearing and process-skill redesign, implementation, qualified rollout and native acceptance. One integrator owns shared skills, tool contracts, registry/manifests and Atlas changes. Existing product owners, original attempts and uncertain operations retain their scopes.

Done when: A comprehensive evidence-grounded design is implemented for the complete V2 board-clearing lifecycle: all-items intake and deduplication, issue/owner/planning/classification/enrollment, meaningful decomposition of every current large open outcome, action/prerequisite/resource admission, useful parallelism and serial fallback, same-owner execution/repair/review/delivery, source/publication/installed/native acceptance, and stop/resume/handoff/Atlas recovery. Full original product acceptance promises remain with their outcomes; linked children and views grant no scheduling authority. Active obsolete or contradictory organization skills/machinery—including legacy p-add—are replaced, redirected or retired after caller/consumer analysis; qualified product and historical/uncertain-operation compatibility is preserved. Skill mirrors, UI metadata, registries, generators/materialized payloads, behavior guards and applicable runtime callers agree. Meaningful independent forward-tests and final exact-head CI pass; actual native intake/decomposition/continuation/stop-resume journeys qualify the selected design. Any changed published caller or consumer is separately published/installed/adopted before its behavior is claimed active.
