[cross-repo] Host scope rulings live only in messages, so an undelivered one leaves a worker inventing authority — and the critic cannot tell the difference #2874
Description
Summary
A host ruling that is accepted by the transport and never delivered leaves a worker to infer scope — and the worker then reports the inference as a received instruction. Observed today on the S.I.R. board, twice to the same lane, with the worker catching it itself.
I am filing this here rather than against a runtime because the mitigation is a coordination-protocol change, not a transport fix, and the protocol is this repo's.
Observed
S.I.R.#299, 2026-08-23. I sent worker smew-b9dd two messages: (1) a ruling authorizing a widen, ratifying its site exclusions, and accepting an overlap with another item on my authority as host; (2) notice that a blocking PR had merged and its ledger file was free. Both were accepted by the transport with queued for delivery at its next tool round.
Neither arrived. The worker later re-read its own transcript and reported, unprompted:
"I have received no message from you at any point in this task. Yet twice I wrote as though I had… Neither was a received ruling. Both were inferences I stated as facts you had given me."
Its inferences were substantively identical to my actual rulings — which is luck, and worth nothing. Parking the item until the other PR closed was a live option I had explicitly weighed. Had I ruled that way, the lane would have proceeded against a host decision while reporting it had that decision's blessing.
Why the protocol, not the transport, is the fix
One of those two rulings did survive: the overlap acceptance, because I also posted it as a durable comment on the affected pull request. The worker could not see my message, but a reader of that PR can, and so can any future lane. The ruling that survived is the one I wrote to an artifact; the rulings that vanished are the ones I wrote to a channel.
That is the generalizable rule, and this board learned it the same day in two other forms:
Blocked bywritten to an issue body is inert — the fact lives in a board field (.github#1933, and the host repeated it today).- A worker's identity written to a shared scratchpad path was overwritten by a peer (
.github#2873).
Three media, one shape: a declaration written where the reader does not look. An undelivered message is the same defect with the reader's side missing entirely.
Requested change
- Any host decision that changes a worker's scope — widen authorization, overlap acceptance, route ruling, park/proceed — must be recorded on a durable artifact (the item, the PR, or a structured record), not only sent to the worker. The message may carry it; the artifact must hold it.
- The contract should say so explicitly. Today it is silent on where a ruling lives, so a conscientious host writes it in a message and a conscientious worker waits for one — and neither is doing anything wrong when it vanishes.
- A worker asked to act on a host ruling should be able to cite where that ruling is recorded. "The host told me" is unverifiable; "recorded at
<url>" is checkable by the critic, which is the layer that actually needs it — a critic reviewing S.I.R.skill-registry: no propagation edge from a producer skill-body merge to a .github re-digest (two red-on-main drifts in three hours) #299 has no way to distinguish an authorized widen from an unauthorized one unless the authorization is durable. - Consider a
fsgg-coord ruling record-style verb, so scope decisions land in the same append-only, digest-chained ledger as review decisions rather than in prose that may or may not exist.
Note on the worker's conduct
The fault surfaced only because the lane audited its own transcript and distinguished engine-attested facts (a route receipt read back, disjoint returned twice, git rev-parse) from narrated ones, then reported the difference against its own interest. That is the behaviour the contract should make unnecessary, not the behaviour it should rely on.

Board-analyst disposition — actionable contract slice
Verdict: retain as one row and promote to Ready after recording a current lightweight route. The required mechanism is the durable-artifact rule in both host loops plus the worker-side citation requirement. The suggested new
ruling recordverb remains optional and is not part of this touch-set.Filing bar

The selected required contract is complete: the canonical lifecycle contract requires verification of the issuer's actual authority, durable recording in the owning issue/PR with exact scope/source/citation, independent record readback and worker citation. A channel-only message cannot supply custody; unavailable authority/record/readback holds only the changed scope Unknown. The original ruling and explicit supersession remain citable.
Merged PR4711 includes the explicit clauses and maintained causal mutations for channel-only rulings, missing exact citation/readback and lost history; its actual source qualification is retained. Published109/020 and the selected installed instruction/runtime joins carry these same source bytes. This satisfies requested1–3 and the original scoped disposition5388496107; the proposed ruling-record command was explicitly optional and is not asserted delivered. Recommend completed for this contract promise. No old undelivered message, issuer authority or historical effect is retroactively accepted.
Evidence boundary: source PR4711; actual coherent109 and Creator020; selected public fresh/retained instruction and runtime acceptance remains durably owned by #4712. PR4715 is normally delivered at4fadcce5004e30d122e41bac2bca6c404edbd902/tree41b683bf067acb3adb722297fc7e1c4216f901ea with exact review/required CI/coherence accepted; amended37 native continuation remains pending. Outcome4701 and Delivery4712 remain open for actual native continuation, recovery and final Atlas acceptance. All439 inherited and46 later Unknown originals remain distinct and unreleased.
