feat: add 119th Congress and 2024 SLD TIGER boundaries

Closes the implementation portion of #117.

Scope

Adds only the Story 10.2 political-boundary path:

• catalog resource for 2024 TIGER political boundaries
• publisher-directory discovery for exact cd119, sldu, and sldl ZIP members
• reuse of the existing capacity-gated, resumable, checksum-retained TIGER acquisition path
• loader support for congressional_district, sldu, and sldl
• source field guards: CDSESSN=119, LSY=2024
• reviewed valid_from=2024-01-01
• artifact-linked geography boundaries and geography-name assertions
• source/stage/load count reconciliation
• TIGER runtime SQL moved into sql/query/census/tiger/
• parallel resumable TIGER downloads
• unit/integration coverage
• source/legal/reuse verification documenting why pygris remains a validation reference rather than a production dependency

Explicitly not included

No tract, block group, block, VTD, PUMA, place, school-district, BEF, relationship-file, CVAP, ACS packed-fact, or division-boundary work. Those remain later stories.

Live completion note

This PR implements and tests the pipeline. The issue should remain open until the operator runs the real 2024 capacity preview/download/stage/load/reconciliation on the warehouse and records the measured counts/pygris fixture smoke check.
