feat: add TIGER live validation report

Follow-up for #117 after #122.

This adds a reproducible warehouse acceptance report for completed TIGER plans instead of relying on manual SQL.

New command

research-db ingest tiger-bulk-validate --plan <plan>

Checks:

• retained artifact URL matches the approved plan
• official Census TIGER URL
• positive retained byte count
• SHA-256 evidence
• retained file exists
• source feature count from the retained ZIP
• source == staged rows == staged GEOIDs == published boundaries
• boundary vintage/validity
• exact Story 10.2 selection contract for CD119 + 2024 SLDU/SLDL

Optional:
--rerun-load

This replays only canonical promotion from already-staged artifacts, takes a before/after fingerprint, and fails if canonical counts/validity change. It does not redownload or restage data.

Runtime SQL remains under sql/query/census/tiger/. Integration coverage proves the three political layers and idempotent replay.

This does not start Story 10.3 and adds no new geography/source scope.
