• records merged TIGER political-boundary implementation and validation tooling
• records the currently verified Census publisher manifest expectation (56 CD119 + 52 SLDU + 50 SLDL = 158 ZIPs), while keeping discovery dynamic
• makes the remaining warehouse validation + pygris smoke check the explicit gate before Story 10.3: Link divisions to boundary vintages and crosswalk evidence #118 / Story 10.3
