test(relay): Integration-test Langchain and Relay client with hooks-server - #2504
This PR adds end-to-end tests for the NeMo Relay plugin from #2493. The tests build the plugin in release, package it as the release pipeline does, and load it into Relay's Python plugin host (nemo-relay 0.10.4). Tool calls then go through the plugin to real Guardrails hooks servers (nemoguardrails hooks-server), from Relay's tool API and from a LangChain agent with Relay's middleware. The Rust tests in #2489 and #2493 use a stand-in server; these use the real one, with real configs and rails.
TODO: CI for the plugin. Until then the suite runs locally, with make test-relay-plugin.
There's a new Makefile target test-relay-plugin which runs all the tests. The dependencies are separate fro mthe production nemoguardrails package we build and ship.
What the tests check
Every case asserts the exact error text Relay raises, and whether the tool ran.
Case
Hooks server config
Result
Search with a query; empty query
Guardrails' Relay example (examples/configs/agent_hooks/nemo_relay)
Runs; rejected by the regex rail
Allowed call, with and without a rail on its tool

Rejected with the server's reason
Judge says safe; judge says unsafe
llm_judge
Runs, with the call's arguments in the judge's prompt; rejected with the rail's name
Malformed verdict; judge returns 500
llm_judge
Internal error: 500 rail_failed
Judge hangs past timeout_millis
llm_judge
Internal error: request timed out after 1000 ms

llm_judge
Runs both times, with a judge request each time

Internal error: connection refused
LangChain create_agent, allowed and blocked, with invoke and ainvoke
deterministic
Runs; RuntimeError raised from the agent, tool never runs
How it's set up
tests_relay_plugin/ sits outside the pytest.ini testpaths, so make test doesn't run it: it needs the Rust toolchain, and starts processes and local servers.
The tests run in their own Python 3.11 environment, hash-pinned in tests_relay_plugin/requirements.txt (generated from requirements.in, marked linguist-generated). Guardrails isn't in it: nemo-relay 0.10.4 needs Python 3.11 or later and a newer LangChain than uv.lock pins, and the plugin reaches Guardrails only over HTTP.
Each hooks server runs as a child process of the repository's .venv (serve.py), on a socket the test process already listens on and passes by file descriptor, so no port can be taken in between. Its environment holds no provider keys. One health request confirms it started; a config the server refuses fails the fixture at once with the server's log.
The judge is a mock OpenAI-compatible server on a thread of the test process (mock_judge.py), so no test calls a live model or needs an API key.
Each test activates a fresh Relay plugin host with its own component config, and closes it at teardown. The fixture checks that Relay read only the test's plugins.toml, and refuses to run when /etc/nemo-relay/plugins.toml exists.
make test-relay-plugin syncs .venv, then runs the suite with uv run --isolated --no-project --python 3.11 --exclude-newer-package nemo-relay=false --with-requirements tests_relay_plugin/requirements.txt pytest tests_relay_plugin, with live provider keys unset as for make test. --isolated keeps a .venv on Python 3.11 from sitting under the test environment, and the exemption keeps the repository's 7-day exclude-newer window from filtering out the pinned nemo-relay. The suite has its own pytest.ini.
make test-relay-plugin: 29 tests pass in about 13 s once the release build is cached, with nemo-relay 0.10.4 on Python 3.11.15 and the hooks servers on the .venv's Python 3.13.
Each group was also shown to fail with the behavior it covers broken by hand, then restored:
the plugin's allow and deny swapped (the example and LangChain cases); the server's tool policy allowing every call (the four policy cases); the server allowing a call whose judge failed (the malformed and judge-500 cases); feat(relay): NeMo Relay PreToolUse Rust client #2493's former dedupe cache restored (the every-call case); the plugin ignoring timeout_millis (the timeout case); and the plugin letting a failed check's call run (the server-down case).
make test collects nothing from tests_relay_plugin/, and uv build --sdist leaves it out.
This PR changes no Rust. The crate's checks pass on this branch: cargo fmt --check, cargo clippy --all-targets -- -D warnings, cargo test in debug and --locked --release (12 unit, 15 client, 8 lifecycle and 5 tool call tests), the 8 packaging-script tests, and nemo-relay plugins validate (CLI 0.10.4) on a packaged bundle.
pre-commit run --files on every file in this PR: passes.
Not run: Linux, which GR-5's CI job will cover; the test environment on Python 3.12 or 3.13 (requirements.txt is compiled for 3.11 and later).

Summary by CodeRabbit
Tests
Added an isolated command for running Relay plugin integration tests, with options to select specific tests.
Added coverage for managed tool calls and LangChain agents, including allowed and blocked calls, policy checks, judge responses, and failure scenarios.
Documentation
Added instructions for setting up and running the Relay plugin test suite, including its platform and environment requirements.
### Issue 1
tests_relay_plugin/mock_judge.py:58
`MockJudge.base_url` omits `/v1`, but its handler only accepts `/v1/chat/completions`. The hooks server uses `DefaultFramework`, which keeps the supplied base URL and appends `/chat/completions`. Every judge request therefore gets a 404 before reaching `MockJudge.answer`, so the verdict, failure, timeout, and repeated-call tests fail.
Return `http://{host}:{port}/v1` from this property.
```suggestion return f"http://{host}:{port}/v1"```---
For each issue above, determine whether it is valid and should be fixed. If so, fix it directly.
Summary
Adds a separate Relay integration suite that builds and packages the Rust plugin, starts real hooks servers, and checks managed tool calls and LangChain agents.
Managed tool calls are checked against real Guardrails rules in tests.
LangChain agent calls are checked through Relay middleware in tests.
Developers can run the Relay integration suite separately.
The change adds a dedicated end-to-end test suite for the NeMo Relay plugin. It builds and activates the plugin, runs configured hooks servers and a mock judge, and tests managed tool calls and LangChain middleware.
Summary
Test environment and plugin host Makefile, .gitattributes, tests_relay_plugin/requirements.in, tests_relay_plugin/pytest.ini, tests_relay_plugin/conftest.py, crates/nemo-guardrails-relay-plugin/README.md
The Makefile adds the test-relay-plugin target, with environment setup, test selection, and pytest arguments. The fixtures build and package the plugin, write its host configuration, and activate it. The README documents the suite and its requirements.
Hooks servers and policy configurations tests_relay_plugin/configs/*, tests_relay_plugin/serve.py, tests_relay_plugin/mock_judge.py, tests_relay_plugin/conftest.py
The configurations define tool policies and regex or judge checks. The test server runs the hooks app on an inherited socket. Fixtures start configured hooks servers, and the mock judge provides verdicts and failure modes.
Merge Risk: Low · up to 60834
In environments with an HTTP proxy and no loopback bypass, the hooks-server tests can fail before running. This is a bounded merge risk with an environment workaround; make the local health check bypass proxies.
Explanation
The PR adds a substantial Relay integration-test harness and documents testing in the description. It lists the tested cases, test setup, make test-relay-plugin command, environment constraints, and reported local result of 29 passing tests. No numerics, convergence, or performance change requires additional evidence.
