test(hooks-server): Integration test Claude Code and Codex harnesses with hooks-server - #2505
This PR adds tests that run Claude Code and Codex SDKs against the hooks server, to check that each agent behaves as intended for allow, deny and failures, not just that the server returns the expected response (the "native enforcement tests" asked for on #2473).
It is the last PR of the hooks-server stack:
The agent, from its published Python wheel: claude-agent-sdk bundles the Claude Code binary, and openai-codex-cli-bin bundles codex. The agent runs headless with its own home directory and only PATH from the test process, so no provider key or user setting reaches it.
The hook the docs configure: Claude Code's http hook with onFailure: "block", and Codex's curl -sSf --max-time ... || exit 2 command hook.
A hooks server, built with create_hooks_app() in the test process, on a loopback socket bound before it starts.
A fake model on loopback (tests_hooks_agents/fake_model.py), which answers the Anthropic Messages API and the OpenAI Responses API with one scripted shell call, then text. No test calls a live model.
The scripted command writes a file, so the test sees whether the tool ran, and the fake model records the tool result the agent sends back, so the test sees the reason the agent reported.
A socket that never answers, 1-second hook timeout
Tool doesn't run
Every run must also have made the call and reported exactly one tool result to its model, and in every case where the tool doesn't run, that result must be the agent's own "blocked by the hook" message (with 500 for the rail failure and timed out for the silent server).
So a "never runs" case can't pass because the agent never called the tool, or because something other than the hook, such as a sandbox or a permission rule, stopped it.
The hook URLs use localhost, as the docs do, while every server listens on 127.0.0.1 only, so an agent that didn't fall back from ::1 would fail them.
How it's set up
Neither agent is a Guardrails dependency, so this PR doesn't change pyproject.toml or uv.lock.
The suite follows the layout of #2504's Relay plugin tests:
tests_hooks_agents/ sits outside the pytest.ini testpaths, so make test doesn't collect it.
tests_hooks_agents/requirements.txt pins the two agent packages with hashes, without their dependencies, since the tests only run the binaries they bundle: claude-agent-sdk==0.2.168 (Claude Code 2.1.301) and openai-codex-cli-bin==0.163.0. It's compiled from requirements.in, whose header has the command. The pins are the newest the repo's exclude-newer = "7 days" allows today.
make test-hooks-agents installs both packages into a directory of their own, .cache/hooks_agents, with uv pip sync --target --require-hashes. Then it runs the suite in .venv with xdist, with live provider keys unset as for make test.
The follow-up PR has Dependabot bump the pins, so each new agent release reaches these tests as its own PR, and a regression in an agent's hook handling fails there.
Licenses: the SDK is MIT and openai-codex-cli-bin is Apache-2.0. The Claude Code binary the SDK bundles is under Anthropic's terms. Only the tests install them, and uv build --sdist leaves tests_hooks_agents/ out.
This PR and #2504 both add a test target in the same places in the Makefile, so whichever merges second resolves a small conflict.

Verification
The checks below ran on 54588025c, on macOS (arm64), except where a bullet says otherwise.
make test-hooks-agents: 14 passed (about 7 seconds with xdist, about 16 serially), six runs. Neither agent package was installed in .venv, so the suite took both from .cache/hooks_agents.
Without .cache/hooks_agents, each test fails with the make test-hooks-agents command in its message.
Mutation check: with onFailure: "block" removed from Claude Code's hook and -f and || exit 2 removed from Codex's, the six failure-case tests fail and the eight others pass, so those tests depend on the documented fail-closed settings.
make test: 10,811 passed, 220 skipped; it collects nothing from tests_hooks_agents/. uv build --sdist leaves tests_hooks_agents/ out.
Pre-commit passes on the changed files.
A structured code review of the first version (10 findings):
5 fixed: a blocked call must show the agent's hook message; port 1 instead of a freed port for the refused case; an agent that runs past its deadline fails with its output; the server's teardown can't hang; one idiom.
1 partly fixed: the tests skip on Windows.
3 left as is: CI is the follow-up PR; one server per test keeps tests independent; the documented localhost URLs are kept on purpose.
1 no longer applies: uv.lock's marker changes, since this PR no longer touches the lock.
A second review, after the agents moved out of pyproject.toml (8 findings):
3 fixed: the tests get an absolute HOOKS_AGENTS_DIR; the slow mark is kept; a comment.
Checked by hand on macOS before writing the tests: each agent against a hooks server started with nemoguardrails hooks-server, for every case above, including the documented localhost URLs.

Tests
Added integration coverage for Claude Code and Codex hook behavior, including allowed and blocked commands, hook failures, connection errors, and timeouts.
Added a Make target to run the agent integration tests on Linux and macOS.
[Low impact] The PR appears safe to merge; no actionable issue remains from this review.
Summary

Claude Code and Codex can be tested against hooks-server with real tool calls.
No new actionable issues found. tgasser-nv deferred CI integration to the next PR; Greptile accepted that scope in the previous thread.

that gives us one place to discover these tests and avoids adding another root-level directory for each integration. keeping it outside tests/ also avoids inheriting the main suite’s fixtures, particularly for Relay’s separate Python environment.
i’d keep each suite’s dependencies and fixtures independent, since their setups differ, and preserve the existing entry points:
make test-relay-plugin
make test-hooks-agents
the shared README could briefly explain what each suite proves, its prerequisites, how to run it, and why make test excludes it. a link from CONTRIBUTING.md would make that easier to find.
this is just an organizational preference, not a blocker or a request for a shared testing framework.
