Approving #2505, @Pouyanpi suggested grouping the end-to-end suites under one top-level directory (review).
This PR moves both integration tests, with only changes made to update links to the new locations.
integration_tests/README.md says what each suite checks, what it needs, how to run it, and why make test doesn't. CONTRIBUTING.md, the repository map in AGENTS.md, and the Relay plugin crate's README link to it.
Each suite keeps its own dependencies, fixtures and Make target: make test-hooks-agents and make test-relay-plugin don't change.

The CI for the two suites hasn't been written yet; it will start from these paths.
pr-fix-regression-proof.yml and pr-size-label.yml treat only tests/ (and benchmark/tests/) as tests, and pr-tests.yml runs the unit-test matrix for a PR that changes only integration_tests/, all as before the move. The CI PRs decide these.
docs: Relay client plugin #2523 (the Relay plugin docs) edits the crate README paragraph this PR changes; whichever merges second takes a small conflict.

The hooks-agent and Relay plugin integration suites move into integration_tests/. Their imports, repository paths, pytest configuration, dependency references, Make targets, and documentation are updated to match the new locations.
