This PR adds the user docs for the NVIDIA NeMo Guardrails Plugin for NeMo Relay (nvidia.nemo_guardrails), the Rust plugin from #2489 and #2493.
The plugin sends each tool call Relay manages to the Guardrails hooks server's /v1/hooks/nemo-relay, and the hooks server's tool policy and rails decide whether the call runs.
Until now, the docs described only that endpoint, not how to build, install, and configure the plugin that calls it.
Add the page to the navigation and the section's cards, before the endpoint page.
docs/run-rails/using-hooks-server/nemo-relay.mdx
Rename the endpoint page to "NeMo Relay Endpoint" in the sidebar, navigation and card. The slug is unchanged, so existing links keep working. Link the plugin page, correct what the agent sees for a failed check, and note that Relay 0.10 approves Claude Code's permission prompt.
Try it out: register the bundle with plugins add --user and run nemo-relay claude, codex or pi. The user owns this configuration, so it enforces nothing.
Production: the managed Relay daemon, with the plugin in the system plugins.toml. The daemon enforces the checks only when all three of these hold:
it starts with --require-worker;
the agent's hook settings come from its managed settings;
no plugin that intercepts model execution, such as Switchyard, is loaded.
Python applications: installing nemo-relay, plugin.activate with a check that the plugin loaded, the LangChain middleware, and the RuntimeError texts for a deny and a failed check.
Configuration reference:endpoint, headers, timeout_millis, priority and executor, and a note to add the hooks server to NO_PROXY when a proxy is set.
What happens to a call: what each host does on an allow, a deny and a failed check. Also where to find the reason for a failed check: Relay's message, the plugin's warning and the hooks server's log.
Limits: no result checks, one configuration per Relay process, and no authentication on the hooks server.
All of this was run by hand on macOS arm64 against nemo-relay 0.10.4, with a hooks server running the Claude Code example configuration.
The try-out flow. I ran it in a scratch XDG_CONFIG_HOME:
plugins validate on the manifest;
plugins add --user;
the override and [plugins.dynamic.config] added by hand;
plugins enable;
plugins validate nvidia.nemo_guardrails, which catches a missing endpoint.
Without the override, Relay refuses to start: requires integrity.signature under host policy.
A standalone gateway, through nemo-relay hook-forward claude --forward-only --fail-closed:
A deny exits 2 with guardrail rejected: NeMo Guardrails blocked tool call 'Bash': regex check tool call.
An allow exits 0.
A PermissionRequest runs the check again.
With the hooks server stopped, it exits 2, and the plugin's detail appears inside nemo-relay hook forward failed: hook gateway returned HTTP 500 ….
The nemo_guardrails_check_failed warning appears only with --log-level warn.
Python:
plugin.activate({}, path) with the page's plugins.toml loads the plugin.
A refused connection raises RuntimeError: internal error: NeMo Guardrails check failed for tool call 'search': ….
I ran the page's example as written, from another directory. With plugins.toml beside it, it exits cleanly. Without the file, it raises NeMo Guardrails plugin not loaded: [… plugin.configuration_file_missing …].
pre-commit:pre-commit run --files passes on every file in this PR.
Fern check:node scripts/run-fern-with-ref-sdk.mjs check reports 0 errors. Its 567 warnings all concern the generated Python SDK reference: one MDX parse warning, plus redirect warnings for SDK pages and pages of older versions. None concern the pages in this PR.

Summary
Test environment and plugin-host fixtures tests_relay_plugin/requirements.in, tests_relay_plugin/pytest.ini, .gitattributes, Makefile, tests_relay_plugin/conftest.py, crates/nemo-guardrails-relay-plugin/README.md
Adds a separate test environment and Make target. Fixtures build the release plugin, activate it in Relay’s Python plugin host, and set up local test networking. The README documents how to run the suite.
Hooks servers and judge fixtures tests_relay_plugin/configs/*, tests_relay_plugin/mock_judge.py, tests_relay_plugin/serve.py, tests_relay_plugin/conftest.py
Adds deterministic and judge-backed configurations, a local mock judge, and hooks-server fixtures for the end-to-end tests.
Tests synchronous and asynchronous agent calls that either run an allowed tool or raise the expected guardrail error for a blocked call.

Documents prerequisites and bundle installation, then describes setup for CLI integrations, the production daemon, and Python applications.
Plugin configuration and call outcomes docs/run-rails/using-hooks-server/nemo-relay-plugin.mdx
Documents configuration and validation, call outcomes, errors, logging, and plugin limits.

Updates navigation and links to point to the plugin guide. Renames the existing NeMo Relay page entry to NeMo Relay Endpoint and clarifies endpoint error and permission behavior.
NVIDIA-NeMo/Guardrails#2489: Adds the plugin crate and manifest used by the new test fixtures and described in the plugin guide.
NVIDIA-NeMo/Guardrails#2493: Implements tool-call checks and outcomes exercised by the new tests and documented here.
NVIDIA-NeMo/Guardrails#2488: Adds the Hooks Server documentation pages and navigation that this change updates.

Merge Risk: Moderate · up to 626c1
This is a documentation and test-harness change. The production setup guide can lead administrators of remote Relay deployments to believe tool calls are guardrailed when worker hosts lack the plugin. The Python example and an error-content statement also need correction. Fix the remote-worker guidance before merging; the other two items are small edits.

Explanation
The title "docs: Relay client plugin" follows a conventional commit prefix and names the main subject, the NeMo Relay plugin. The PR adds a new guide for the nvidia.nemo_guardrails Relay plugin, updates navigation and links to it, and adds the test harness. The title is short and specific, but it does not say that the change adds documentation for the plugin or that the plugin sends tool calls to the hooks server. It is a partial summary of the main change, so the check passes.

Explanation
Docstring coverage is 100.00% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 12 functions across 5 files. Full details: Test Results For Major Changes
Explanation
The PR contains substantial documentation and a new Relay-plugin end-to-end test harness. The PR description includes a Verification section and reports manual verification on macOS arm64 with NeMo Relay 0.10.4, pre-commit, and the documentation link checker. Numerical convergence and performance checks are not applicable.

- Line 181: Update the managed Relay daemon deployment guidance around
`plugins.toml` to explain that remote workers load configuration on their own
client machines; add steps to install the plugin on each worker host and
validate it is loaded, including when using `--require-worker`.
- Line 235: Update the manifest setting in the Python configuration to point to
the built bundle using an absolute path, or instruct readers to copy the bundle
beside the application’s plugins.toml before activation.
- Line 334: Qualify the error-content guarantee in the documentation: state that
the plugin does not add header values or tool arguments itself, but upstream
server or proxy error messages may echo them and those values can appear in
Relay warnings or errors.
