Added a Conditional Formatting Rules Manager to view and filter rules by selection or worksheet, edit ranges, toggle Stop If True, and create, edit, duplicate, delete, or reorder rules.
Added a New/Edit Formatting Rule dialog with six rule categories, including color scales, data bars, icon sets, cell and text conditions, date rules, ranking and average rules, duplicates, and formulas.
Added formatting presets, custom fill, font and border controls, and format previews.
Formula rules can use grid references; rule formats and thresholds are retained when listing and editing rules.
Bug Fixes
Added validation for required values in cell, text, and formula rules. Failed range updates preserve the typed value and existing range.
The change expands conditional-formatting rule parsing and management commands. It adds dialogs to create and edit rules, and replaces the simpler rule list with a manager that supports filtering, rule operations, applies-to range editing, and cancel-time restoration.

Summary
Rule parsing and serialization crates/engine/src/cmd/insert/cond_format.rs
Rule parsing and serialization support additional thresholds, formatting overrides, stopIfTrue, and applies-to ranges.
manage_cf lists and filters rules, replaces rule sets, and supports updates, duplication, deletion, and reordering. Tests cover rule round-tripping, validation, filtering, and rule operations.

Merge Risk: Low · up to 3a3ff
The New Rule… dialog keeps grid reference pointing and its opening range. A few smaller problems remain. After a rule is deleted or the filter changes, pending Applies to text can be applied to the wrong rule. Clearing all format overrides with null can leave a rule with no visible format. The OK button text colour ignores the theme. These are worth fixing soon but are unlikely to cause serious harm.
Security architecture risk: Moderate · up to 3a3ff
The new manager can lose track of the worksheet it opened on after sheets are reordered. Cancel can consequently replace another worksheet’s conditional-format rules. Command validation and transactional updates limit partial failures, and no privilege escalation or cross-workbook attack path was established.
Retained concerns
Medium · reliability · inferred: The manager stores its opening worksheet as a positional index rather than stable identity. Sheet-tab dragging can reorder worksheets while the dialog remains open; subsequent actions resolve the saved index against the new order. Cancel, Escape, or window close can therefore replace an unrelated worksheet’s entire conditional-format collection with the opening worksheet’s snapshot, even when no rule was edited. This breaks rollback ownership and failure containment. Nested editors use worksheet names, but the parent manager and its restoration path do not. The impact established here is workbook-local formatting-state corruption, not an authorization bypass.
Security review details
Security Blast Radius
observed — Each inspected conditional-format mutation targets one worksheet in the active workbook. Full-list replacement can affect all conditional-format rules on that worksheet. Applies-to parsing rejects explicitly named foreign worksheets, but this restriction cannot detect an incorrectly resolved numeric worksheet identity.
Trust Boundaries and Controls
observed — Authoring parameters and serialized replacement rules pass through engine-side rule validation. Range parsing and complete replacement-list construction occur before mutation. The shared transaction runs protection and array checks against the proposed workbook before assigning it to document state; these controls do not validate dialog-session ownership.
Resilience and Maintainability Implications
observed — A refused range remains available for correction, and OK does not close the manager when a pending range update fails. Engine copy-then-commit behavior prevents malformed replacement lists from partially changing workbook rules. These failure controls contain individual command failures, not stale-target or compensating-rollback errors.
Hardening Proposals
proposed — Bind the manager snapshot and pending edits to stable document, worksheet, and rule identities. Validate ownership before applying or restoring state, and detect intervening changes before replacing a complete rule collection. An isolated draft committed once on OK would reduce reliance on compensating rollback.

Restore reference pointing and the fixed Applies to range for New Rule….
newFormattingRule is created without Dialog::pick, so grid clicks do not enter point mode. Its formula editor stores the formula in d.values["rule"]["formula"], while pick_reference reads and writes a top-level value. Pointing therefore cannot update this formula field.
The ribbon opens this dialog without range or sheet. build_params then sends only {"rule": rule}. target_ranges defaults an omitted range to the current selection, so the rule can apply to a different selection than the one present when the dialog opened.
Initialize pick with key: "formula", the opening sheet, and the opening selection.
Route the nested formula editor through track_pick.
Update pick_reference to read and write rule["formula"].
When range is absent, build the command parameters from pick.applies_to and pick.sheet.

…me.manageRules
Rule parsing is shared and goes through the style and formula checks
(storytold#1999); icon set thresholds are checked too. home.conditionalFormat
takes stopIfTrue, plain format overrides (fill, fontColor, border, bold,
italic, underline, strike) and colour-scale/data-bar thresholds; an
override equal to what the style already shows is left out, so editing
keeps partial borders, patterns, double underlines and dxf_stated.
home.manageRules gains show, selection, update, duplicate and set (a
listed serialized rule restores exactly, a malformed one is refused),
and lists each rule's index, appliesTo, stopIfTrue and editable params.
Every action takes the sheet it works on, active or not.
This is the engine half the New/Edit Formatting Rule dialog and the
Rules Manager build on; the existing dialogs keep working unchanged.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
New Rule… opens New Formatting Rule with the six rule types (colour
scales, data bars and icon sets; cell value, text, dates, blanks and
errors; top/bottom; above/below average; unique/duplicate; formula) and
a format editor with presets, fill, font colour, border, font styles and
a preview. Given a listed rule's index and params it opens as Edit
Formatting Rule and OK updates that rule through home.manageRules.
As the quick Use a formula dialog does since storytold#2348, the formula box
takes references clicked or dragged on the grid (RefPick gains `nested`
for a field inside the dialog's `rule`), and the sheet, by name, and the
cells the rule applies to are fixed when the dialog opens.
The dialog lives in dialogs/formatting_rule.rs; the grid's icon set
painter is shared with its preview.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Manage Rules shows a table (rule, format preview, applies to, Stop If
True), filters by Current Selection or This Worksheet, edits (through
Edit Formatting Rule), duplicates, deletes and reorders rules, edits
Applies to, and Cancel restores the rules it opened with. Every action,
including New Rule…, works on the sheet and selection the dialog opened
with.
An Applies to the rule can't take is reported and stays in the box to
be corrected; OK over it keeps the manager open. Buttons are labelled
with text (Move Up, Move Down, Apply, Cancel), not symbols the bundled
faces may lack.

Treat a null override as absent when choosing the base style.
This check uses rule.get(*k).is_some(). A null value counts as a present override. A rule such as {"type": "blanks", "fill": null} therefore starts from Style::default(), which is an empty format. A rule with no overrides starts from the default preset.
The later validation loops say "only a missing or null one is" no change. The test at insert.rs line 451 states "Null still means no override." The base-style choice contradicts this. A caller that clears all overrides with null gets a rule with no visible format.

Clear pending appliesTo text after Delete Rule or a filter change.
The pending text is unkeyed. Delete Rule can select a different rule after renumbering. A Show filter change can select the first visible rule when the previous rule is hidden. Apply and OK can then submit the previous rule's text with the new rule's index.
Duplicate Rule inserts the copy below the source, so the selected rule does not change. A successful Move Up or Move Down updates selectedRule to preserve the moved rule. Do not clear the text for those actions for this issue.

Review notes on the Rules Manager (comment only; I read the diff and did not build or run it here).
Overlap:#870 also adds format editing to Manage Rules and #1822 adds Edit for colour-scale rules there; both are conflicting with main and both touch dialogs.rs/cond_format.rs. This PR replaces dialogs/cond_format_rules.rs entirely, so it supersedes the Manage Rules part of #1822 and conflicts with #870's. Maintainers will want to choose one.
"Applies to" against Excel (real Excel 16.0 via COM, temporary workbook, closed unsaved; I could not drive Excel's Manager dialog itself, so this is the object-model behaviour, not the dialog):
ModifyAppliesToRange accepts several areas ($A$1:$A$3,$C$1:$C$3) and whole columns ($B:$B). parse_applies_to splits on , and parses each part with RangeRef::parse; I did not run whether $B:$B / $2:$2 parse, please add a test for whole column and whole row. A quoted sheet name containing a comma ('A,B'!A1:A3) would be split in the middle.
A range on another sheet: Excel's ModifyAppliesToRange returned without error and left the rule on its own sheet (nothing moved). This PR refuses it with an error; the refusal is safer than a silent no-op.
Excel's rule order: a new rule goes on top (priority 1), SetFirstPriority moves one to the top; the Manager here lists in priority order with Move Up/Down, consistent.
Stop If True: for colour scales, data bars and icon sets the Manager greys the box (styled check). COM would not let me set StopIfTrue on those three types, which is consistent but not a proof of the dialog.
Not checked in Excel: the Manager's filters (Current Selection / This Worksheet), Duplicate Rule placement, Cancel restoring and the Applies-to collapse button (no range-picker button here).
