Initial code commit for Platform Cisco

How I did it

Created platform/cisco directory with initial code for common syncd/rpc/gbsyncd dockers. Added rule to pull platform repo code.

Hi @cyw233 , The "docker ptf" Trivy vulnerability scan failure is baselien issue, multiple PRs hitting this.
Other failures are also does not look like due to my change. Will dig in more.
