W103 — Bring the canonical ledger in line with its closed issue - #451

design/30-slices.md still marked W103 "Not started" with only three of eight criteria ticked; issue #391 closed 2026-09-05 with all eight confirmed done across six PRs (#424, #427, #429, #431, #436, #438, #442). The doc was never updated after the issue closed. Regenerated engine/TODO.md accordingly.
