i18n: tab titles, workspaces and column headers reach the catalogs

Some text drawn outside the menu bar stayed English in every language, including where the catalogs already had the row. (#1308 already did this for the context menus; this covers the rest.)

• i18n::command_label(command, source): the menu bar's row for the same command (via menu_catalog), else the panel catalog's row, else the source. … also finds a menu row written ....
• Dock tab titles (and the dragged tab's ghost), plus the Composition, Effect Controls and Properties tabs, use the window.panel rows every menu catalog already has. Layer and comp names stay verbatim.
• Workspaces: the workspace bar, its overflow popup and the Workspaces menu use the window.workspace rows. Only the built-in workspaces (dock::WORKSPACES) are looked up; names the user saved stay verbatim even when one matches a catalog source (saved_workspace_names_stay_verbatim).
• Project panel: the search hint, the "Select an item to see its details" hint, the column headers and the Columns menu go through tr().
• Timeline: the column headers (Keys, Layer Name / Source Name, Comment, Mode, Track Matte, Parent & Link, In, Out, Duration, Stretch) and the Columns menu go through tr().
• Catalog fix: the Simplified and Traditional Chinese rows for "Type" read 文字 (text, the Type tool). The string is the Camera Settings field and now the Project column, so they read 类型 / 類型. The Settings ▸ Type page, which also drew tr("Type"), now takes its title from the app.settings menu row the Settings submenu draws (文字), through i18n::settings_page_title; pages without a menu row keep the panel row (settings_page_titles_read_the_menu_row).
• dock_ui.rs joins CONVERTED, so the literal scan covers it.

What does not change:

• Command ids, automation ids and labels (app.auto keeps the English names), user names, catalogs other than the Chinese "Type" fix.
• No rows are added: a language without a row for a newly routed string keeps the English, as before.

web: Match System follows ?lang= and the browser's languages

Match System (the default) stayed English in the browser build, which has no system-locale probe (#229, #292).

• crates/ui-egui/src/i18n.rs: set_system_locales(tags). On wasm, system_language takes the first of those tags that supported() maps to a catalog; an English tag counts, so en-US, cs stays English. Otherwise English.
• apps/effectcraft-web/src/app.rs: the page passes ?lang=<tag> from the address, if present, then navigator.languages, before the first frame. web-sys gains the Navigator feature.
• docs/preferences.md describes it.

A language chosen in Settings still wins. It works for every catalogued language, for example ?lang=ja or a browser set to Czech.

What does not change: native builds (sys-locale), the preference format and every catalog.

Tests

• Full cargo xtask ci on ad8db289 (this head, merged with main at ef74d829; Linux x86_64, stable Rust): fmt, clippy (--workspace --all-targets --release -D warnings), test, layers, assets and wasm all pass; 3,460 tests, 0 failed. Unticked because effectcraft-gpu's tests were excluded (--exclude effectcraft-gpu): on this machine (no GPU, software Vulkan) that test binary crashes with SIGSEGV on main 05955c08 too, so it says nothing about this change.
