Significantly increases the number of fixed GitHub UI elements that are translated. Introduces comprehensive new exclusion rules and helper functions to prevent accidental translation of user-defined names, titles, labels, and descriptions across various features (e.g., repositories, issues, PRs, releases, discussions, actions, projects). Adds new dictionary entries for recently covered UI. Adds special logic to correctly translate only fixed prefixes like "Target: " while preserving user-selected values.
