- Timestamp rounding now happens in StateID to allow StateIDs to be stored in a map
- Modify StateCollection so that adding, removing, and querying states are done all by StateID. Now, the user just interacts with StateCollection and FactorGraph through StateIDs, unifying the interface for time-varying and time-invariant states.
