• 완료를 위에, 더 작게·대기(취소)·실패 이유를 아래에 둡니다(feat(ios): add smaller action split, blocker question, and undo #64 순서).
• 막대가 대기 상태 높이를 미리 잡아, 더 작게를 눌러도 완료가 움직이지 않습니다. 취소는 더 작게 자리보다 약 34pt 아래에 오므로 두 번 눌러도 바로 취소되지 않습니다.
