两轮 CI 一致失败：react 19.3.1 让 4 个 e2e 测试点击超时（ui2-council-members 中文 QA 角色、ui2-settings-skill-library 时间戳 ×2、ui2-shell-feedback-permission 权限证据），而 #588 的控制组（main + 其他依赖、不含 react）同步骤通过——不是偶发。19.3.1 官方变更只有 RSC 传输协议改进，与 DOM 点击无直接关联，需要本地复现排查后再升。在查清之前 react 保持 19.3.0，注意 lockfile 范围 ^19.2.8 允许悄悄解析到 19.3.1，后续任何依赖刷新都应固定住。
