Closes #5.

Adds focused automation:

• checks.yml groups native shell, PowerShell, Python style/runtime, and repository metadata checks; Python self-tests run on Linux, macOS, and Windows and automatically discover every extensionless PEP 723 command.
• quality.yml runs CodeQL security-and-quality queries, dependency review, the official OSV scanner, uv audit, and Bandit at medium severity; dependency audits discover Python scripts instead of maintaining a stale filename list.
• dependabot.yml checks pinned GitHub Actions weekly at 17:30 Saturday IST, groups minor/patch changes, and leaves major upgrades separate.

Push checks include the isolated actions, gui, and py integration branches. Third-party actions are pinned to full commit SHAs, current release tags are recorded inline, and permissions are least-privilege. No C# tooling or source is included. Automated security-fix PRs are enabled at repository level; auto-merge remains disabled.
