test: include checklist in gate sync - #126

Concepto: la checklist por capítulo también es parte de la evidencia operativa del corte. Problema: si el verificador no la cubre, puede divergir de README, guía, paquete humano y matriz. Alternativas: dejarla fuera por ser checklist, revisarla manualmente o protegerla con la misma compuerta. Justificación: incluirla en el verificador mantiene una sola lista de compuertas sin agregar dependencias ni mover estados editoriales.
