docs: add commercial pilot offer + one-page agreement (Workstream B) - #38

Phase M Workstream B — the "sell it by hand" paperwork so a design-partner
pilot can close without building a SaaS first.
- COMMERCIAL.md: MIT library stays free; paid layer is a concierge pilot
("early access + we run it for you"), $500–1k/mo, month-to-month, with a
contact CTA. Named COMMERCIAL.md (not COMMERCIAL-LICENSE.md) because the
code is MIT — customers buy the managed outcome, not a relicense.
- docs/pilot-agreement.md: one-page, plain-English pilot contract with
bracketed fill-ins (scope, term, fee, data handling/deletion, IP, as-is
liability cap).
- README: discoverable pointer to the pilot offer.
