Simplify abi3 example recipe

i'm not really sure why we need all of the if: is_abi3 in our example recipes... a package either is abi3 or it isn't; why would we want to selectively build it? in conda-forge CI, is_abi3 is always set to true anyway, no?

maybe i'm missing something?
