capacity: Show Mistral usage from the broker - #187

Conversation
The praxis broker now serves a mistral object beside anthropic and codex. It has only request and token counters since the broker started, no window, so there is no percent or pace to show and Mistral stays out of the pacing and hold decisions: bot-capacity prints one unpaced line and bot-heartbeat publishes the two counters in the private usage snapshot, where the review app can read them. A broker without the key yields nothing, not an error. The broker is now fetched once per run and shared by the codex and mistral readers. Generated-by: AI

The broker's
/usagenow has amistralobject with request and token counts since the broker started (no window). This shows them where inference capacity is shown:bin/bot-capacityprints an unpacedmistral: N requests, T tokens since the broker startedline and hasmistralin--json.bin/bot-heartbeatpublishes{requests, tokens}as a top-levelmistralkey of the privatebot-usage/v1snapshot (outsidepools), which the review dashboard reads. It is omitted when the broker has nomistralkey (older broker).Mistral is display only: not part of pacing or hold decisions.
