This PR updates the project URLs for the
certificate_transferandtls-certificatesinterface libraries to reflect our current practices:Since a release is required to have these changes show up on PyPI, and the release cadence for these libraries is low, I've bumped the versions and added changelog entries in this PR (they'll release on merge). The release only affects metadata, so they're 'post' releases.
