These new entries say phase 1 was merged and deployed, but the same 2026-10-08 memo still states on line 14 that it is uncommitted, unmerged, and undeployed. Unlike the detailed changelog, that older bullet has no “at the time of writing” qualifier, so readers using MEMO.md as the daily digest receive two incompatible current states; update or qualify the stale bullet as part of this closeout.
