ci: rerun checks when a PR is retargeted - #8

Stacked PRs are retargeted to beta after the PR below them merges, and GitHub does not rerun the required check on a base change, which left the PR waiting for a status. The edited type covers title and base edits. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
