Removes the Rust core's consolidate: true refusal in project.import. The read-only forge.onboard port (54be0a7) is already on rust-core, so an import now clones, registers the project as linked and reads its forge state, the same as Python, where consolidate defaults to true.

  • Ports two Python tests: an import with no forge token still clones and reports "not collected"; a consolidating import against the stand-in forge sends GET requests only.
  • tests/parity/script.json: only the why text changes. The step still expects exit 1 because the reference check runs first. The golden is not re-recorded.

Gates run at a7d14a5: cargo fmt --check, cargo clippy -p vogt-core --all-targets -D warnings, and cargo test -p vogt-core (903 passed). These are in-process only. The Python parity harness was not run.

forge.onboard already ports the read-only consolidation. project.import
refused consolidate: true until it could call it. The refusal is gone:
an import now clones, registers linked, and reads the repository's
existing forge state, as Python does. With no forge token it still
clones and registers, and says the forge was not read.

Ports the two Python import tests: consolidation changes nothing
upstream (every request is a GET), and an untokened import says
"not collected". The parity step for consolidate: true still expects
the reference refusal, which runs first; only its why text changes.
