[EPAC-1968]: add seeded SF kiosk bug suggestions

Summary

• Added .factory/intake/seeded-bugs.md with 7 small, same-evening feasible SF seeded bugs (estimates 1–2), each including summary, reproducible repro steps, demo suitability rationale, and classification/estimate.
• Updated .factory/prompts/bug-report.md to add an uncertainty flow: when attendees say they don't know what to file, the intake assistant now suggests one random seeded bug and can directly seed the issue body fields.

Acceptance criteria

• Given .factory/intake/seeded-bugs.md exists, it contains 5–10 entries with required fields.
• Given the attendee says they have no specific bug, the intake protocol offers a random seeded bug suggestion.
• Seeded list avoids fixed code changes and explicitly remains suggestion-only.

Verification

• git diff origin/main...HEAD -- .factory/intake/seeded-bugs.md .factory/prompts/bug-report.md reviewed to verify new seeded bug list and flow additions.
• git status --short clean before handoff.
• git rev-list --count origin/main..HEAD returned 1 commit.

Skipped checks

• Could not run iOS build/test commands because this change is documentation/prompt-only (no app runtime behavior modified here).
• Could not complete manual device reproducibility checks for each seeded bug from this environment; list is prepared and ready for local SF build verification.
