About the PR

Added a device that sends a message when players with a minimum of "Vitals" on sensors fall off the platform.

Why / Balance

Currently, it is far too common to fall off with no witnesses, effectively an RR. This device ensures that it is more likely than not that someone will know and have a rough idea of where to look.

Technical details

Added a fall monitoring machine with C#, YML, and RSI, added code to FallSystem to catch falling, and added an event to FallSystemComponent.

To maintainers: This is my first time using C# in Robust Toolbox, so please thoroughly check my code and do not be afraid to point out bad practices! This PR also isn't finished, as I need to complete the YML and map it in.
