…ment GitHub Pages was resolving site.baseurl to empty string, causing CSS to load from /assets/css/main.css (404) instead of /equally-poor/assets/css/main.css. Switched all paths to Jekyll's recommended | relative_url filter. Also fixes botched Jekyll conversion from b7e7583: restores missing chart section and platform tool cards on index.html, fixes broken JS in explore.html (stray </main> tag inside script), removes duplicate footers/nav/closing tags, removes conflicting permalink settings, and adds Gemfile for github-pages gem.
