Claude recommended build the same topic list receive_commands builds, then poll until every topic has an offset. Replace the cmd_topic lines with:

Register handler cleanup before the readiness wait.

If the five-second deadline expires, self.fail() raises inside setUp. unittest then skips tearDown, so the started handler thread is never stopped or joined. The handler reads the command topic until it receives a shutdown message, so the thread can keep running into later tests in the same process. Register the cleanup immediately after self.icht.start(). unittest runs cleanup callbacks even when setUp fails.

Cleanups run in last-in, first-out order. Register the join first so that graceful_kill runs before the join.

Review comment at @openc3/python/test/api/test_cmd_api.py around lines 118 -
119:
Register cleanup callbacks immediately after self.icht.start() in the handler
setup, before the readiness wait, so they run if setup fails; register
self.thread.join first and self.icht.graceful_kill second so LIFO execution
stops the handler before joining it, and remove the redundant tearDown cleanup.
