fix(microservices): ack malformed connect params instead of crashing - #4006
The connect directive parsed its params JSON outside any rescue in both the interface command handler and the router telemetry handler. Malformed params raised out of the handler, which killed the thread, and no ack was sent.
Ruby and Python now catch the parse error, log Invalid connect params: ..., and ack the error message. The interface or router is left unchanged and attempting isn't called. Valid params work as before.
Added a test for each handler in both languages. All 4 fail on the old code.
Fixes the IF-CON-005 deviation in architecture/specs/interface-microservice.yaml. The same parse in the router handler had the same bug, so it's fixed here too. This complements #4002, which covered cmd_params, interface_cmd and protocol_cmd.
The connect directive parsed its params JSON outside any rescue, so malformed
params killed the interface or router handler thread and no ack was sent. Both
implementations now log the error, ack it, and leave the interface as is.

ty flagged self.logger as possibly None in the new connect-params error
paths; collapsing the fallback into one assignment lets it narrow.

Walkthrough
Ruby and Python interface and router connect handlers now return logged errors for malformed parameters. Python handlers also catch Unicode decoding errors and treat JSON null as no arguments. Tests cover malformed and valid connection parameters.
Malformed parameters and JSON null are now handled, but a directly supplied JSON false parameter can be ignored by Python connects. This is a bounded parity issue to fix or explicitly accept before merging.

Ruby splats nil to no arguments, but Python's router handler skipped the
connect and never acked, and the interface handler raised TypeError.

Minor · Functional Correctness · Quick win
Preserve non-null connect parameters in both handlers.
If params contains JSON false, params or [] calls attempting() and returns SUCCESS. The Ruby handlers call attempting(false) for the same payload. On an already connected Python interface, the no-argument call can ignore the requested connect. Normalize only None to []; handle other scalar values consistently with Ruby, and test the behavior in both handlers. (docs.python.org)
