PubTator3 makes all its annotations for all of PubMed publicly accessible at https://ftp.ncbi.nlm.nih.gov/pub/lu/PubTator3/. This PR is intended to incorporate those annotations into Omnicorp. Because this will also require some amount of normalization, analysis and possible cleaning, this PR begins laying the groundwork for tooling intended to compare and benchmark annotations at scale.
