Updates AWS SDK dependencies to v1.40.48 for boto3 and botocore.

Changes:

  • Bumps boto3 from v1.28.53 → v1.40.48
  • Bumps botocore from v1.31.53 → v1.40.48
  • Updates dependency s3transfer from v0.6.2 → v0.14.0

Notes:

  • Updated Python version requirement: now requires Python >=3.9 (previously >=3.7)
  • All dependency constraints have been updated across pyproject.toml, poetry.lock, and requirements.txt.
