fix(mcpb): update manifest.json to reflect v0.8.0 tool consolidation (patch) - #113

PR #105 consolidated the 4 tools (search_issues, get_issue_context, get_doc_content, list_recent_activity) into a single search_issues that handles hybrid search + scan mode + inline doc content. mcp-server/manifest.json was not updated at the time, so Claude Desktop UI still listed the 3 removed tools. Runtime MCP protocol was unaffected (live schema), but the UI label was misleading. - tools[] reduced to search_issues only, with a description matching the live tool's three modes and filter set. - long_description rewritten as a memory-DB surface (hybrid semantic search + time-ordered scan + doc content fetch) over GitHub state including comment-level judgment history (issue_comment / pr_review / pr_review_comment). Closes #108

AI self-review: tools[] 1 entry + description 3-mode 化 + long_description memory-DB framing。v0.8.0 consolidation との整合取れた。runtime 非影響、UI 表示のみ。CI/test/Workers Builds 3 つとも green。auto mode → squash merge。

mcp-server/manifest.jsonのtools[]とlong_descriptionが PR #105 の tool consolidation 時点で更新漏れ。tools[]をsearch_issues1 つに絞り、long_descriptionも 3 モード (hybrid search + scan + doc content fetch) と comment-level 9 type を含む memory-DB framing に書き換え。runtime 動作は live schema ベースで既に正常、UI 表示のみの修正。
