Refs #5239
Background process requests remain open: #5185

Summary

  • pnext-item (both skill roots) gains an "Owner self-check before review" section of five bullets: range, partial failure, planted bugs, all reviewer probes re-run on the new head, and the invariant first for cross-cutting defects. It is the owner's checklist, with no new gate, critic, review chain or report, and says inert prose needs none of it. Step 3 and step 4 point to it.
  • intra-repo-parallel-work (3 lines) and work-board-coord (3 lines), both roots: when parallel Deliveries share a type, contract or file, each dispatch brief names the one Delivery that owns the shared surface; the others consume it.
  • Board-tend wording from the skills: the board-tend contract amendment, C1 Delivery closure and the delivery declaration (Refs #5136) #5168 review: lifecycle-contract.md scopes the C1 source-alone rule to while a release, install or readback remains; pnext-item step 3 keeps the PR draft until its required gates pass (matching status-lifecycle.md); the 2026-11-01 board-tend changelog entry now describes C1 by the completes/continues declaration of the most recent strictly linked merge.
  • registry/skills.CHANGELOG.md has a new entry. work-board-coord row digest and updated:, kit and driver manifests, repos.lock and three census rows regenerated with scripts/prepare-registry --write.

Version

The packaged pnext-item and intra-repo-parallel-work kit items changed and 0.114.3 is published, so the coherent set moves 0.114.3 -> 0.114.4 (Directory.Build.props, PackageReleaseNotes, census row). kit-published-coherence requires it. Source preparation only; no engine change, and the release is a separate step.

Local checks (head f1bda93)

  • diff -r .claude/skills .agents/skills: identical
  • scripts/check-skill-quality: OK, 29 skills; tests/skill-quality/run.sh: all 60 rejection cases passed
  • scripts/skill-view-parity.sh: AGREE, 29 ids, 2 roots
  • scripts/prepare-registry --check: current; check-v1-writer-census.py --structural: PASS
  • tests/skill-registry/run.sh: all checks passed; tests/atlas/check.py: 510 records, 1269 local citations verified; check-prose-citations.py: ok
  • check-coherent-set-version.py and check-engine-release-notes.py: ok at 0.114.4
  • generate-driver-manifest --check needs the built engine (not built locally); CI runs it.

…tch briefs, board-tend wording (Refs #5239, Refs #5185)

- pnext-item (both roots): a short owner self-check before review (range, partial failure,
planted bugs, all reviewer probes on the new head, invariant first for cross-cutting defects).
It adds no gate, critic or report. Step 3 keeps the PR draft until its required gates pass.
- intra-repo-parallel-work and work-board-coord (both roots): when parallel Deliveries share a
type, contract or file, each dispatch brief names the single owning Delivery.
- lifecycle-contract: scope "C1 never closes a Delivery on source alone" to while a release,
  install or readback remains.
- skills.CHANGELOG: new entry, and the 2026-11-01 board-tend entry describes C1 by the
completes/continues declaration. skills.yml work-board-coord digest, kit and driver manifests,
repos.lock and census rows regenerated. No version bump: published 0.114.3 is unchanged.

…ckaged pnext-item and intra-repo-parallel-work edits (Refs #5239, Refs #5185)

kit-published-coherence refuses a kit edit that ships a version the fleet can already restore.
Bump FsggCoherentSetVersion to 0.114.4, add the 0.114.4 PackageReleaseNotes entry, rehash the
Directory.Build.props census row, and update the skills changelog entry. No engine change; the
release is a separate step.

Independent source review remains PASS at f1bda93073bbfe9f3ef1e7b5a6e3fac4b8bccb17 for Delivery #5239 (reviewer gate_5228). Broader #5185 requests remain open; the PR now Refs only its fully satisfied source Delivery. Publication remains separately owned.

The original canonical semantic qualification also passed on this exact candidate in an isolated checkout, without the pending #5228 optimization: exit 0, wall 9m12.810s; compiled contracts/readers/adapter/preflight/CLI predecessor fixtures passed; generators printed routine-delivery board mutate: 73/73 mutants killed and skill-quality fixture: all 60 rejection cases passed. Actual local runtime was SDK 10.0.401 / .NET 10.0.12 / Python 3.14.8, bounded to 1 CPU / 2 GiB with a 20-minute outer limit and disk-backed private outputs. Original source bytes were verified before and after; no tracked source changed.

This supplies the previously missing local semantic result; the historical hosted semantic cancellation remains cancelled and is not represented as success. Log SHA256: 9d8af335a4ccf720182eed518de6c64f833efe42c52a912c632cee1d33ffd210. Exact-head required hosted checks and canonical integration still apply.
