+# Creator021 protected enrollment preparation
+
+This successor appends existing [Delivery 4741](https://github.com/FS-GG/.github/issues/4741)
+to Coordination Project 3, preserving all 45 prior ordered rows, native identities,
+owning-plan references and unrelated caller/import/repository identities. The
+Delivery is linked to [Outcome 4642](https://github.com/FS-GG/.github/issues/4642)
+and uses root's explicitly selected [Wizard Roadmap](../roadmaps/tsdd-knowledge-wizard.md).
+The parent's existing SDD Roadmap remains unchanged. Authenticated native readback
+establishes the existing project item and four absent-only initializations:
+Delivery, Active delivery, Wizard Roadmap and In progress for root's active bounded
+enrollment preparation. All 17 fields, eight views, 46 memberships and unrelated
+values were reconciled. This carrier repeats no membership or metadata effect;
+the original membership-add refusal before any POST remains retained.
+
+Programme/root owns protected integration and complete acceptance. The existing
+Creator source owner retains the accepted 4727/4737 history. The canonical offline
+BoardV2Import constructor ran once against closed, digest-bound inputs and produced
+the matched 46-row pair. Dependency-free verification recomputed the salted public
+commitment, verified the fresh nonce, exact 45-row prefix and sole 4741 append,
+and checked unchanged unrelated caller fields. The manifest copies the constructor's
+exact closed two-field public output. Private binding, payload, nonce and operational
+evidence remain outside source; prior pairs and original failures remain retained.

+Delivery 4741 retains its full publication and adoption promise: current Creator
+0.21.0 release readiness using authenticated genuinely published coherent 0.110.0
+dependencies and complete source/package joins; required exact-head CI and protected
+source; a genuine three-member candidate and read-only preflight; separately admitted
+publication with all eight ordered effects independently read back; promoted public
+release and equivalent normalized payload on both feeds; and actual isolated public
+0.21 installation/caller closure. Frozen Creator 0.20/0.13 and coherent 0.108
+identities, journals and original effects remain unchanged. SOURCE_021 and
+source-candidate receipts cannot substitute for publication. The remaining public
+Python matrix subjects stay with [Delivery 4723](https://github.com/FS-GG/.github/issues/4723);
+this carrier closes neither that Delivery nor Outcome 4642.

+Offline preparation retains the accepted [45-row anchor](https://github.com/FS-GG/.github/commit/42cd9e7c8505f7cd72d5a22ad424a27af6d51458)
+as its provisional populationRevision. Root must defer integration until the current
+coherent 110 source/publication freeze is lifted. After normal protected delivery,
+root authenticates the actual public source blob and amends only populationRevision
+in a separately retained private runtime binding. Payload, nonce and every other
+caller field remain unchanged; source-base movement does not regenerate the pair.
+Actual installed-caller qualification of the complete 46-row population and fresh
+source, ownership, touch-set and capacity admission precede any Creator implementation.
+Native membership and metadata alone do not enroll or dispatch that work.

+This two-file carrier grants no implementation, Status write, runtime, publication,
+installed adoption or reservation release. Root retains native decisions and source
+integration; existing owners, PRs and all 439 inherited plus 46 later Unknown effects
+and retained reservations remain distinct.
