Append Creator publication Delivery #4741 to the protected Coordination population, preserving the existing45 ordered identities and caller/import references. This two-file carrier contains the exact constructor public commitment and scoped enrollment receipt; private data remains outside source.
Independent exact-head review verified the matched pair, fresh nonce, sole4741 append, native identity joins, privacy and diff checks. Merge remains held until genuine coherent110 publication acceptance. After protected delivery, root must authenticate the public blob, anchor the private runtime binding and qualify all46 items with the current installed caller before Creator implementation. Full #4741 and parent #4642 promises remain open.
Validation: independent exact-head review PASS; constructor/public byte and canonical commitment verification PASS; prior45 rows and unrelated caller values preserved; local links and diff checks PASS. Required exact-head CI pending.
