Acquire required CI evidence without unrelated check census

Ordinary post-merge observation rejected valid work when unrelated check runs pushed the commit’s global population over100. Collect only the finite policy-required check names, requiring each named response to be complete, correctly named and bounded100. Existing producer/App/workflow/job/head/attempt/latest-check, PR/source/tree, branch-policy and activation checks remain intact. No truncated census, raised per-name cap or earlier settlement is accepted.

The same source delivery captures reusable lessons in Atlas with explicit supersession and preserved history: verified retained generated preimages, remote versus local skill references, scoped check acquisition and global-before-local tool resolution. Both seeds/manifests are prepared. This curated source knowledge is not publication, installed adoption or operation authority; original109 package bytes remain fixed.

Validation:58focused pure tests, including the actual observe regression with150unrelated checks; restoring the old implementation reproduces the original refusal. Maintained carrier/Atlas preflight passes with327records, preserved326baseline records and577local immutable citations. One independent exact-head source review passed. Final required CI and genuine native post-merge acceptance remain pending; unchanged Creator/reader compiled tests were not restarted.

Advances #4701 and #4712 without closing either. Source boundary: main699f60851288f5f817b98856bdd3d220cf27dd09 remains the actual Creator020 candidate/preflight source. Root will not merge this PR while it would fence original publication. Original109 partial effects and all439inherited/46later Unknowns remain preserved; this PR grants no replay, promotion or parent closure. Actual public artifacts, installed receivers/callers, protected37cohort and continuation/recovery acceptance remain separately required.

Source-boundary addendum, same independent reviewer: after active109publisher39317658813 is observed terminal, reviewed4714 may land without fencing paused initialized Creator020. Existing prepare_publication validates original intent and explicitly allows an ahead descendant;699f→c85 leaves the Creator workflow, publisher/admission/provider/artifact verifier, dependency pin and transitive publication helpers unchanged. Later Atlas/driver-manifest source data does not replace the original candidate. Resume only the original candidate/archive/source/content/journal and remaining intent, from a fresh first-attempt actual protected-main publisher, fresh admissible quota after reset, reauthenticated original evidence/equal dependency pins and unchanged bounds/historical seals. Serialize Authority writers and hold main stable during the actual resumed run. Initialized journals reject preflight-only. No repeated tests, effects or policy change; this condition is not permission to merge during the active109writer.
