Prepare coherent108 and an independently versioned Creator018 that must reuse the exact future promoted108 dependency closure; candidate/publication refuses until a genuine pin exists. Parse and independently verify dependency evidence before release admission. Preserve published107/017, frozen016/099 and all historical recovery identities. Record the passed user visual check and qualification failures in the owning plan and Atlas.

Pipeline preflight reuses existing static ordering, full-closure/evidence and provider refusal controls; no new model or measured CI savings claim. First hosted failures retained: stale CLI release-note heading, dynamic fixture build arguments unreadable by engine-build-siting, and the closed Creator graph recognizer refusing the new current-dependency mode. A bounded composition sweep repaired the actual build declarations and both static guards together, retaining unknown-shape refusal and their mutation controls. Build-siting passes (13 new guard/flag mutants plus existing corpus); paths fixture190/190 and exact workflow closure106workflows/120subjects/20gates pass. Source paths reject aliases and symlink ancestry before restore. CLI108 release notes and registry changelog gates pass.

Known CBC03 staged-path blocker: published-dependency mutation children currently reuse the positive-built Creator checkout and refuse stale output before compilation. Independent review confirmed this affects only future genuine Creator018 published-mode qualification; current source108 and the absent-real-pin release fence remain safe. A disjoint repair will give each mutant an isolated Creator checkout while retaining exact producer dependencies and all isolation guards. Do not enable/deliver the real pin until that repair and actual staged qualification pass.
