Projects bounded, unattributed passive usage observations into the existing authorized workspace browser snapshot. The dashboard shows per-observation counters and freshness with explicit partial population, unknown attribution and unknown cost; decimal int64 strings preserve counters beyond JavaScript safe integers. Current corrected facts are joined to their applied receipt inside the same authorized read transaction, and private native identifiers are excluded.
Refs #4679; closure follows verified scoped source acceptance. Parent #4640 retains provider/runtime/recovery and adoption requirements. Published coordinator 0.107 / Host 0.7 candidates and receipt/store contracts are unchanged; publication and installed acceptance remain separate.
Validation: 64 dashboard tests, 6 real Chromium tests and the authenticated loopback HTTP journey passed. The causal precision mutation fails the intended assertion and the restored candidate passes. Initial setup/fixture failures are retained in local evidence. Independent reviewer PASS at exact head 1b409a6; final required hosted CI pending. Atlas contract/passive-native-usage-observations was retrieved and its immutable citation verified; reusable new capture remains Programme/root-owned for the next compatible Atlas assembly.
Architecture map: unaffected; this extends the existing store/projection/browser path.
Initial hosted failures retained: conditional closure prose and implementation XML comment siting. Corrected closure text and ordinary implementation comment; comment-only repair independently reviewed PASS at51fad622. Final qualification head029307ea has identical tree; required CI pending.
