Deliver bounded unassigned passive-usage browser projection source #4679

Owner: Programme /root is accountable. The existing UTEL source owner /root/v2_acceptance owns this bounded projection-source delivery; the current coordinator integrator retains shared registry/manifest/Atlas carriers. No second Host publication owner is created.

Done when: Reviewed source connects bounded canonical passive observations to the existing workspace-authorized browser snapshot and displays allowlisted unassigned usage facts with explicit partial coverage, freshness and missing attribution/cost. Meaningful source, HTTP authority and actual browser tests run through their maintained runners, required CI passes on the final base, and the normal source PR is delivered. This delivery ends at source acceptance; coherent/Host publication, installation, real provider-to-receiver journey, retained upgrade and rollback remain explicit parent obligations.

Current deliverable: Scoped source delivery accepted through PR #4685, merged2026-10-19T05:58:45Z at af9cc28. Final reviewed candidate029307ea79634f180a859fdac6f6e047837cdf77 and delivered/tested tree843c317924ebf3d8e0d0f344557199583e957fcb match exactly. Programme/root resumed the original bounded slice and preserved historical /root/v2_acceptance ownership and missing attempt provenance. The existing authorized transaction exposes at most256 latest applied, allowlisted passive observations; exact decimal counters preserve null versus zero and remain outside item totals. Partial population and unknown attribution/cost are explicit. Legacy dashboard consumers remain compatible.

Next action: No further source action for this scoped delivery. Parent #4640 retains compatible publication, installation, actual provider-to-receiver/store/browser, interruption/recovery/correction, adoption and rollback obligations. Programme/root owns the reusable Atlas capture gap for the next compatible shared Drivers/Atlas assembly; bounded record utel/bounded-unassigned-browser-projection is prepared with immutable source citations. Published coherent107/Host0.7 candidates remain distinct from this delivered source.

Blocked on: None for accepted source scope. Parent runtime/publication/install obligations retain their own access, custody, version and genuine provider joins; synthetic or passive fixture evidence does not satisfy them.

Preserve current dashboard consumers; never turn missing counters into zero, sum cumulative snapshots, infer billed cost or qualify item totals from unassigned observations. Keep raw prompts, tool output, credentials and raw native thread/response identities out of the browser projection. Parent #4640 retains the full provider-to-store-to-projection-to-browser, interruption/recovery/correction, adoption and rollback promises. Native child/project visibility is not enrollment or scheduling authority; this source work is explicitly scoped by Programme under the user-selected system priority.
