Done when

• sweep test: sweep has a control using a fake gh. It asserts that only shallow clones are made and no remote writes happen.
• apply source: apply requires --payload (the published FS.GG.Drivers payload) unless an explicit --source override is acknowledged.
• Coordination waiver: FS.GG.Coordination declares .fsgg/routine-closure-waivers.json for the historical line in producer-v1-writer-census.json, with {path, sha256, reason}.
• Sweep result: routine-closure.py sweep over all routine receivers reports clean for every adopted repository. The only remaining exception is the held Rendering adoption (FS.GG.Rendering adopts the canonical routine closure (held on 0.32.4 settlement / fence ruling) #5213).
