The coherent publisher's journal CAS PATCH survives the delayed post-merge settlement burst. Today fs-gg-ordinary-v2-settlement[bot] writes several Authority commits in quick succession, and the publisher refuses with "main journal moved before CAS PATCH". Add a bounded retry: re-read the journal and re-apply only when the intervening commits are settlement-only and leave the journal shard semantically unchanged. Otherwise refuse as today. This is the same class as #5108 (the stability-read burst). There is a test with a simulated burst, and a control where a real journal change still refuses.

None. Observed in 0.114.3 run 41323457223: refused at generation 7 before writing, with 4 settlement commits between 15:58:10 and 15:58:38Z. Recovered with a same-triple forward run.
