Expose Python and correct bindings target in Wizard routing #4727

Owner: Programme/root owns complete source acceptance and integration; original source owner /root/knowledge_supplier and routine/wizard-python-bindingtarget-20261020 remain retained. SDK1115/legacy_pr_adoption and Templates provider ownership remain independent.

Done when: Deliver one independently reviewed source repair making the compiled Wizard expose and route the existing generic Python provider through its family table, derived help/parser/interactive choice and relevant summary, with omitted/default sdd and explicit lifecycle behavior preserved. Correct bindings forwarding from target to actual descriptor/template key bindingTarget, retaining existing package/version/target parser validation and other families' parameter isolation. Maintained compiled parser/help/default/execution controls must detect the original Python omission and wrong bindings key through causal controls. Actual compiled source-candidate Wizard must complete bounded Python default-sdd and explicit typed-sdd creation using the genuine published SDD2.2/Workspace019 tuple and exactf5 descriptor; qualify effective invocation, standard no-automatic-knowledge boundary versus typed canonical/ownerCI/exact pin, normal caller initial commit and actual producer retrieval/checker. Preserve the original public019 parser refusal as failure. Pass relevant existing tests/mutation controls and final exact-head required coherent CI; normal merge/readback closes only source plus declared source-candidate qualification. This is not public Wizard adoption, a version selection or package publication. Parent4642/receiver4723 retain both actual published Python Wizard positive promises and all other full acceptance; successful source-candidate creation cannot replace them.
