The wiring cheat sheet incorrectly listed the roboRIO power port generically as "Fuse Port 20" without distinguishing PDH vs PDP constraints. The fuse port is only valid for PDH (port 20) or PDP Port 1; PDP Port 2 must use a breaker port — both at 10A.
