4 To discourage spamming or multiple accounts, a new registration may be to charge an account fee that can be repaid at a future time when the users voting habits are deemed not to to be counter intuitive or they have been verified by some other process like a social network.

5 add a tip feature to your vote, i.e. something like allowing users to connect bitvote to their wallet and each time they use bitvote it allocates a discretionary tip to their vote.
