Runs non-gpu tests automatically (CI using github actions) on any PR (even draft ones) that wants to be merged into main + on main itself. Does not prevent merges on test failures, leaving the final judgement to the reviewer.
Many tests are still slow - this will be addressed in another PR
An example of a failing tests is in the commit history for the reviewers convenience (see the commit history - it shows success, failure, and also skipping if two commits follow closely - only the latest is ran).
When approving this PR, feel free to rebase to main + squash commits
